Pincushion Flower.

A biennial herb with hairy leaves and stems each with a solitary flower head with narrow white or pink or lavender rays; native to western North America & northern Mexico. 
 
Quick Notes:
 
Height:   About 16 inches. Spreading out to about 2 foot wide.
 
Flowers:   The flower rays are very narrow and white in color.
 
Flowering Time:   March to May.
 
Leaves:    Slender linear leaves. Alternate pinnatifid leaves. The leaves and stems are covered with hairs.
 
Found:   Southwestern United States (AZ, CA, NV, UT); and northern Sonora, & Baja California, in Mexico.
